The Failover Cluster Manager application in Windows Server 2012 or 2016 is used to configure a cluster. It can run on any member of the trusted domain, regardless of whether the computer is a node of the cluster.

To verify the Cluster Service installation, a system administrator can start Failover Cluster Manager from the Windows Start menu. Choose Start, Control Panel, Administrative Tools, Failover Cluster Manager.
