A macro set is a group of macros that are stored within a macro definition file. This gives a way for you to organize different sets of macros per customer or project or database type, etc. Macro sets and macros can only be added via the Manage Macros Preference dialog. Once created, macro sets can be set assigned for use by projects to keep you from having to add them to new artifact configurations or they can be assigned for use to configurations separately.
