scb
Pointer to a SCB.
empty_dv
Pointer to II_DATA_VALUE in which to place the empty data value:
db_datatype
The data type for the empty data value.
db_length
The length for the empty data value.
db_data
Pointer to location to place the db_data field for the empty data value. Note that this is often a pointer into a tuple.
