Another popular Microsoft interface style is the "flat" toolbar. In a flat toolbar, each button takes on a 3D look only when the mouse cursor tracks over it. This is known as "hot tracking."

A new ButtonStyle attribute BS_TOOLBAR is introduced to give this behavior to an OpenROAD button.
